MacBook making prolonged and loud fan noise?

How can I stop this? I first noticed this about a week after I installed TS3, but the fan noise is going when I only have safari running, no discs in the computer. My CPU is about 16% which isn’t that bad, so I’m really confused.. I’ve had this computer for about a 1.5 years. Could dust be the problem? What are some solutions?
